Site Plan Review

Sandy City Ordinance requires a landowner desiring to develop commercial, industrial, or institutional zoned property to go through a site plan review process.

A detailed Site Plan Review Procedure is available in PDF format. This procedure lists all of the documents that are required to be provided to Sandy City, the time line for approvals, and other important requirements. A simplified version is listed below.

The process of site plan review consists of six basic steps:

  1. Preliminary Review by staff
  2. Architectural Review Committee (CBD and Automall Districts only)
  3. Preliminary Review by the Planning Commission (if required) 
  4. Redline Review Meeting 
  5. Final Review by staff 
  6. Final Approval by staff 

During preliminary review with staff, the proposed plan is reviewed for compliance with local zoning regulations. This includes but is not limited to compliance with minimum building setbacks, building heights, landscape standards, access, grading and drainage, water needs, etc. The Public Utilities Department, Public Works Department, Parks & Recreation Department, Community Development Department, Police Department, Fire Department and applicable Sewer District review the proposal and provide comments and corrections to the City's Planning staff.

The Architectural Review Committee (CBD and Automall Districts only) reviews the architectural building elevations, colors and materials for compliance with the City's Architectural Design Standards as well as the architectural design standards of the CBD or the Automall District.

The Planning Commission (when required) then holds a Public Meeting to determine that the preliminary site plan review is complete. Often additional conditions of approval are attached to the proposed plan.

The purpose of the Redline Review Meeting is to give the developer, his architect, engineer and landscaper an opportunity to ask questions and to clarify comments and corrections from preliminary review prior to their submittal for final review.

During final review by City Staff, the applicant resolves all outstanding issues. Typically at this stage all final engineering work is complete. The Public Utilities Department, Public Works Department, Parks & Recreation Department, Community Development Department, Police Department, Fire Department and applicable Sewer District review the final plan and provide comments, corrections, or approvals to the City's Planning staff. At this stage, the developer can also submit building plans to the Building and Safety Division to begin the Plan Check process for building permits.

Final approval requires the developer to provide 8 copies of the final site plan and all final civil drawings, and the final landscape and irrigation plans to staff to be used for final signatures by city staff and the developer.
