2018 Program Year

The City has prepared the year-end report (2018 CAPER) for the 2018 program year.

2019 Program Year

The 2019 program year runs from July 1, 2019 to June 30, 2020. Sandy City was awarded $3376,923 in CDBG funds for the program year.

The City's Citizen Advisory Committee, after careful review and deliberation of the funding request applications, prepared and recommended the 2019 Annual Action Plan (AAP) to the City Council. The City Council has approved the Committee's recommended 2019 Annual Action Plan, and it has been submitted to HUD.

2020 to 2024 Consolidated Plan / First Year (2020) Action Plan

The City will be preparing a new 5-year strategic plan (Consolidated Plan). The Consolidated Plan will describe, the needs, resources, priorities, goals objectives for the 2020-2024 program years. It will also include an annual action plan for the 2020 program year.

Funding request applications for proposed projects in the 2020 program year will require a pre-application submitted by December 16, 2019 and full application submitted by January 6, 2020. Those applications will be posted on this webpage.

History

CDBG Program

The CDBG Program was established under Title I of the Housing and Community Development Act of 1974 and signed into law under President Gerald R. Ford, with the assistance of former Utah Senator Jake Garn. The objective consisted of "the development of viable urban communities, by providing decent housing and suitable living environment and expanding economic opportunities, principally for persons of low and moderate income." The act consolidated many categorical grants for housing and community development in to one block grant program, Community Development Block Grant (CDBG), with greater control at the local and state level. However, the Sandy City CDBG program must still ensure compliance to federal laws and regulations in administering any CDBG activity.

The U.S. Department of Housing and Urban Development (HUD) is responsible for oversight of the CDBG program. Projects that receive CDBG funds must meet a national objective and comply with eligibility requirements. Federal guidelines also limit the amount of money that the City can provide to certain categories of projects; HUD classifies most projects as either Public Service, Administration, Housing, or Public Facilities and Infrastructure. Under these guidelines, the City may allocate up to 15% of the annual grant to Public Services, up to 20% for Administration, and there is no cap for Housing or Public Facilities and Infrastructure. In addition, CDBG-fund projects must also adhere to other federal requirements (i.e. - labor laws, fair housing, anti-discrimination).

Sandy City Program Administration

From 1978 to 1982 Sandy City received CDBG funds through Salt Lake County under the CDBG Urban County Program. Once Sandy City's population grew to 50,000, Sandy City became an Entitlement City. As an Entitlement City, Sandy became eligible for CDBG funds directly from the U.S. Department of Housing and Urban Development (HUD), the federal agency responsible for the CDBG Program. The City's own CDBG Program began with the 1982 program year. In 1988, the City Council formally established the CDBG Citizen Advisory Committee in its present form.

The Citizen Advisory Committee consists of seven to fifteen members who are appointed by the Mayor and City Council. The Committee sets objects, reviews funding request applications, recommends projects or activities to the City Council for funding, and review program performance. The Committee follows a locally developed a Citizen Participation Plan (CDBG) required under federal regulations. Most of the funds have traditionally been used for housing, public improvements, and public services. Funds have been spent for different activities such as street lamps, historic preservation, food banks, abuse counseling, crime prevention, homeless shelters, and senior citizen center improvements.

The Committee generally meets monthly on the 3rd Wednesday of the month (approximately 10 meetings per year). As part of the meetings, the Committee may conduct site visits to eligible programs, review funding request applications, and hold work meetings to discuss the CDBG program. These meetings are also used to hold a couple public hearings throughout the year, some of which are joint hearings with the City Council. The City's CDBG Program Administrator acts as the Staff Member to the Committee and serves as an Ex-Oficio member of the committee.

The Planning and Zoning Division of the Sandy City Community Development Department is responsible to administer the City's CDBG program. The CDBG Offices are located within the Community Development Department Offices, Room 210 in City Hall, located at 10000 Centennial Parkway, Sandy, Utah.
